MOSAIC certification initiative takes major step forward

NPRM released as EAA-inspired rule proposes to create more opportunities

EAA AVIATION CENTER, OSHKOSH, Wisconsin — (July 19, 2023) — The Experimental Aircraft Association applauded the FAA as the agency today officially released a pre-publication version of the Notice of Proposed Rulemaking (NPRM) for the long-awaited MOSAIC package of aircraft certification. MOSAIC, or Modernization of Special Airworthiness Certificates, would expand opportunities for light sport aircraft. Comments on the NPRM will be open for 90 days following the official date of publication in the Federal Register, which is expected later this week or early next week.

“MOSAIC had its genesis with a conversation between EAA and FAA officials nearly a decade ago, as we focused on safely creating more aviation opportunities for those who wanted to participate,” said Jack J. Pelton, EAA CEO and Chairman of the Board. “Now that the NPRM is being released, we will study it closely and supply focused comments to ensure that the goals of this EAA-inspired initiative remain in the final language developed by the FAA. It will also undoubtedly be a topic of conversation as we gather for EAA AirVenture Oshkosh next week.”

EAA’s goals for MOSAIC, which have been consistent throughout several years of discussions, include:

  • Changing the limitations of LSAs from an arbitrary weight to performance-based metrics will allow for larger and more capable aircraft and permit a wider range of students and instructors to fly them, significantly increasing access to flight training. This will afford flight schools more opportunities to refresh their fleets by making larger and more durable LSAs a viable option for training operations.
  • MOSAIC will also enable innovation by removing the restriction that powered LSAs must have a reciprocating engine. This will enable future electric, hybrid, distributed power, and other new propulsion technologies.
  • An expansion of the sport pilot certificate. By leveraging sport pilot’s system of training and instructor endorsements, we believe that current and future sport pilots can expand the privileges of their initial certificate to operate larger and more capable aircraft. This would apply to both sport pilots and higher-rated pilots operating under the privileges of a sport pilot certificate, enhancing a pathway for existing pilots to remain active in general aviation.

“We appreciate the work of all those in the FAA who kept this process moving forward,” Pelton said. “EAA has led the effort on this initiative to expand freedoms while maintaining safety, and we will continue to push forward until it becomes reality.”

EAA AVIATION CENTER, OSHKOSH, Wisconsin — (July 13, 2023) — The UAS4STEM competition for high school students is back for the third year at EAA AirVenture Oshkosh 2023. The Academy of Model Aeronautics event is for groups of students, from age 11 to graduating high school seniors, who build an unmanned aircraft system (UAS) and compete against other teams to complete a specific mission through different obstacles. This year’s competition features two divisions, Beginner and Advanced.

“As the competition has evolved, we want to continue to challenge the competitors who return year after year,” said Kyle Jaracz, AMA’s Education Director. “The Advanced Division will have teams build on skills from last year’s competition.”

Teams competing in the Beginner class will focus on the fundamentals of drone programming and flying, while Advanced teams will be tasked with developing a mechanism to pick up and transport items to different locations.

Teams that are competing at EAA AirVenture Oshkosh 2023 include:

• Beginner Division
o The Corntographers (Yorktown Heights, NY)
o The Flying Nuggets (Decatur, GA)
o Greenville Composite Squadron (Greeneville, TN)

Jets and helicopters highlight modern military at AirVenture 2023

AETC headlines expansive lineup of modern military aircraft

EAA AVIATION CENTER, OSHKOSH, Wisconsin — (July 6, 2023) — The U.S. military will be represented in full force at EAA AirVenture Oshkosh 2023, as every branch is set to display notable aircraft at the week-long fly-in. The 70th edition of the Experimental Aircraft Association’s fly-in convention is July 24-30 at Wittman Regional Airport in Oshkosh, Wisconsin.

The Air Force’s Air Education and Training Command will be the highlight of this year’s military representation. It’s current lineup of aircraft coming to Oshkosh includes F-15s, a C-17 hospital, a V-22 Osprey, and a C-130. These aircraft are responsible for helping develop U.S. Air Force personnel.

Air Education and Training Command is the oldest major command in the Air Force, having been established in January 1942. AETC’s training mission makes it the first command to touch the lives of nearly every Air Force member. Over the years, more than 25 million students have graduated from AETC training and education programs.

“The U.S. military has a vast array of aircraft, as every mission is unique,” said Rick Larsen, EAA’s vice president of communities and member programs, who coordinates AirVenture features and attractions. “That variety will be on full display at AirVenture as every branch brings something unique to the event.”

Other military aircraft scheduled to be in attendance include:

  • Air Force
    • F-22
    • C-130J
  • Army
    • CH-47
    • UH-60
    • MH-47

    • P-3
    • F-35C
  • Marine Corps
    • F-35B
  • Wisconsin Air National Guard
    • F-35A
    • KC-135R

Most of these aircraft will be on display at Boeing Plaza, the center aircraft display area of AirVenture.
